New Award Ticket Rules (Stopover/open jaw)

I have always been under the impression that United allowed both a stopover and an open jaw on international award tickets. Indeed, I have booked and flown several in the past. I have one on reserve right now that was hit with a schedule change. While on the phone getting it cleaned up, the agent claimed it was an illegal routing that would not be honored.

Shocked, I asked why and she stated that the rule was a stopover or an open jaw, but not both. Is this a new rule? Was the agent mistaken? Or have my previous bookings all been in error?
